implement rate limiting so large organizations don't get rate limited causing an exit of the action.

@jmeridth The current stale action isn't benefiting OSPO projects effectively. It's closing issues due to insufficient engagement and project progress. If this continues, it might be better to refrain from opening issues altogether rather than constantly dealing with the stale action.

Thank you for the feedback. We believe the stale action is beneficial to show us which issues still have priority. Ones that we feel need to stay open and be ignored by the stale action, we add the keep label, like I did on this one.

We are pretty responsive to most issues. We understand your perspective also.
